Hi I’m Brett Manning, Trustee of The New Aussie Constitution Trust and I am also the author of the draft New Aussie Constitution proposed by the Trust.

Starting my working life as an avionics technician in the Royal Australian Air Force, I have spent the last 25 years in business and management in a variety of different roles.

I am not a member of any political party and never have been. I don’t consider myself a ‘republican’ and I don’t have anything against monarchies in general. I just think it is time Australia had an Australian Head of State to reflect our independent national identity. I also think our Constitution should ‘lock down’ and protect how our government actually operates and that key rights and responsibilities we take for granted should be spelt out and protected in our Constitution.

Australia is a proud independent nation with a mature political system which functions fairly well but is based upon a 120 year old Constitution that does not properly reflect how the Australian Government operates.

It is concerning that Australia retains a foreign person as its Head of State. Australians are reliant on His Majesty the King, an individual who was not chosen by the Australian people.

The current Constitution does not comprehensively set out the rights and responsibilities of Australian citizens and in many key areas of Government operations ‘conventions’ are the only protections for its citizens. Conventions have been broken in the past, which underscores their tenuous validity. The current Constitution also does not recognise the values that are integral to our Australian society.

We therefore ask the House to call a referendum to allow the Australian people to vote on replacing the current Constitution with a new version that features:

a. An Australian Head of State, elected by the people;

b. That maintains and properly documents the most successful aspects of our current system of Government;

c. Which sets out Australian values;

d. That better defines and documents our key rights and responsibilities;

e. That better divides responsibilities between the Commonwealth and the States; and

f. which eliminates existing problems stemming from drafting of the current Constitution,

with the proposed replacement Constitution being substantially in the form of the proposed constitution document draft commonly known as the New Aussie Constitution.
