Amending the Constitution the right way

This video [CLICK HERE] suggests that when a government feels it is necessary to put forward an amendment to the Constitution that simply gives all powers on the matter to the Parliament, then it is time to question why we are doing the amendment in the first place. The Australian people would not accept handing over all power of a new Australian republic to the Parliament for obvious reasons, so why would the Government expect the Australian people to hand all power to the Parliament for the operation of the indigenous voice to the Parliament. A Constitution should contain those terms that the Parliament cannot amend without referring it back to the people at a referendum. If an indigenous voice to parliament is important enough to be locked down in the Australian Constitution, then define how it will operate, how it is established and what rights and powers it has. Providing appropriate and specific detail in the proposed Constitutional change, so that voters can be properly informed, is the only right way to undertake constitutional amendment. It is also the respectful thing to do for both indigenous Australians and all Australian voters who are being asked to make this decision at a referendum.
